Councillor Roger West said "bullying" council leaders had created a fear culture and an undemocratic government.
His comments came after a council whistleblower was suspended over allegations of gross misconduct.
The council said it had a code of conduct which all councillors had signed and actively discouraged any form of bullying and intimidation.
Roger accused the Conservative-led council of a "political ploy to stifle debate" when chief accountant Stephen Parker was suspended in October after emailing councillors with his doubts over the value of the authority's £300m deal with an independent company.
In addition to Mr Parker being suspended, a Queen's Council barrister has now been appointed by the council to examine a complaint made by the deputy leader, now acting leader, Councillor John Beesley against the authority's two legal officers. The council has had to pay for the QC from London at great expense for all us tax payers but opposition councillors are in the dark over the nature of the complaint.
Roger says "In all my 12 years as a councillor I have never seen such a total disarray and mismanagement, democracy has gone completely out of the window"

A key policy at the last general election for the Liberal Democrats was to bring in a 'Pupil Premium' to help children from poorer backgrounds get a better
education. Last Autumn Liberal Democrats in government were able to announce that every school would get £488 a year per pupil who was eligible for free school meals. Across North Bournemouth that means £504,000 of news additional funding available to local schools.
"So in spite of the harsh economic climate and public sector cuts, most of our schools will be better off" says Councillor Roger West. "this is just the start the pupil premium will more than treble by 2015" This is an effective example of Liberal Democrat principles making a real difference in Government.

Peter Charon
And now Councillor Peter Charon (Conservative Councillor for Redhill & Northbourne) has lost a no confidence vote brought by his conservative colleagues at the town hall on Tuesday 17th January. The motion was carried by a clear majority. Peter Charon was criticised by his own members for his bullying leadership stlye and his dogmatic stand on the disastrous Mouchel outsourcing deal, Charon eventually succumb to pressure and also resigned as leader of the council on Thursday 19th January. For the Tory's to loose one leader is unfortunate, to loose two shows a complete disregard for their duty, that of representing all the people of Bournemouth.
